Cheung Choi-san is a high-level officer in the Explosive Ordnance Disposal Bureau. Seven years after going undercover to take down a criminal ring, the gang's leader returns for revenge. They seize control of the Cross-Harbour Tunnel, holding hundreds of people hostage. Cheung must race against time to defuse bombs and stop the total destruction of the city.
